Parking Permits

For general permit information and to check a property's entitlement please call 9083 8000.

Parking Permit applications and supporting documents can be emailed to parkingadmin@waverley.nsw.gov.au. For an immediate permit visit the Customer Service Centre 9am to 5pm Monday to Friday, or the Bondi Pavilion Welcome Centre 10am to 4pm 7 days per week.

Please ensure that you include all supporting documentation to avoid delays in processing. If fees are applicable payment can be made by credit card over the phone or online


Waverley Council offer various types of permits to its residents who live within the Residential Parking Scheme.

These permits include Residential, Annual Visitors, Short Term Visitors, Interim, Carers and Beach Parking Permits, and provide greater opportunity to park in some of Waverley's busiest areas.

In April 2018 Council consulted widely with the community over a proposal to radically overhaul Waverley’s Parking Permits and Fees. See the Current Projects page for the full list of changes.

The Residential Parking Scheme (RPS) operates in parts of Bondi Junction, Queens Park, Bondi Beach, Tamarama, Bronte and Charing Cross. To check eligibility, please follow the links for the permits below or phone our Customer Service Centre on 9083 8000.

Council recently completed a review of its parking permits to ensure parking in Waverley is equitable and in line with new Roads and Maritime Services (RMS) guidelines and legislation.

What do you need when applying for a parking permit?

A copy of your car registration papers

  • If the vehicle is privately owned, a copy of the registration papers showing the name and Waverley address of the applicant
  • If you use a company car, a copy of the car registration papers AND a letter from your company (on company letterhead) authorising private use of the vehicle
  • If you are the Director of the company, you will need to provide a current ASIC statement showing the officeholders

Any two current proof of residence documents

  • Driver's licence

  • Rental Bond Receipt
  • Electoral Roll

Please note: If the listed property has an off street/garage space you must first occupy the car space with a vehicle that is registered to the property. Before a permit can be issued for another vehicle you must provide the registration papers for the the vehicle occupying the car space. Click for more information

Purchasing your permits

There are a number of ways you can submit your application form and payment for parking permits:

  1. By email
  2. Send a completed application form and supporting documentation to parkingadmin@waverley.nsw.gov.au.

    If payment is required you will be emailed a link for online credit card payment. Once approved a provisional PDF permit will be emailed and the stciker will be posted or can be collected in person.

  3. In person
  4. Visit Council's Customer Service Centre, 55 Spring Street, Bondi Junction from 9am to 5pm Monday to Friday to submit your application and supporting documents.

    An application can also be submitted at the Bondi Pavilion Welcome Centre from 10am to 4pm every day including Saturday and Sunday.

  5. Online

    Council is currently looking at implementing an online parking permit process in 2023 for permit applications and renewals

Types of Permits

Residential Parking Permits

Only a resident can apply for a Residential Parking Permit, which entitles the permit holder to unrestricted parking where signs say 'Permit Holders Excepted' together with the Area to which their permit applies.

Beach Parking Permits

A resident or ratepayer of the Waverley area can apply for a Beach Parking Permit which entitles the holder to unlimited parking in Queen Elizabeth Drive car park at Bondi Beach and Bronte Cutting car park at Bronte Beach only.

Non-residents and business owners can apply for a Beach Parking Permit, however this is at the full payment fee (outlined in the fees and charges).

Teachers Beach Parking Permits

The Teachers Beach Parking Permit is available to eligible teachers for $450 for 12 months. The permit allows eligible teachers at schools within Waverley to park their vehicles in Queen Elizabeth Drive and Park Drive North at Bondi Beach between the hours of 7.30am to 6pm Monday–Friday during school terms. It cannot be used on weekends and public holidays or during school holidays.

All application forms must be signed off by the nominated school administrator.

Annual Visitors Parking Permit

Residents may apply for an Annual Visitors Parking Permit on behalf of visiting vehicles not registered in the name and address on the application form, such as hire or borrowed vehicles.

Annual Visitors Parking permits entitle the permit holder to unrestricted parking where signs say 'Permit Holders Excepted' together with the Area to which their permit applies.

Short Term Visitors Parking Permit

Residents may apply for Short Term Visitors Parking Permits on behalf of visiting vehicles not registered in the name and address on the application form, such as hire or borrowed vehicles.

Short Term Visitors Parking permits entitle the permit holder to unrestricted parking where signs say 'Permit Holders Excepted' together with the Area to which the permit applies.

Carers Parking Permit

Carers Parking Permits are a new permit designed to support members of our community who rely on a carer for support in their day-to-day life. It entitles the permit holder to unrestricted parking where signs say 'Permit Holders Excepted' together with the Area to which their permit applies.

If the resident is unable to apply on behalf of the carer for a permit, the carer may apply directly to Council and provide proof of employment from a registered organisation (eg. Centrelink, Mission Australia etc).

Interim Resident Parking Permit

Interim Resident Parking permits allow a resident time to transfer their registration details from one address to another. Permits are issued for a period of 30 days if transferring registration within NSW, or three months if transferring registration details interstate.

Interim Resident Parking permits entitle the permit holder to unrestricted parking where signs say 'Permit Holders Excepted' together with the Area to which the permit applies.

A resident can only apply for an Interim Resident Parking Permit once, and the permit can not be renewed.

Tradesperson Parking Permit

A Tradesperson Parking Permit is a new permit designed to assist residents when they are having work completed at their property.

Residents may apply for a seven day Tradesperson Parking Permit on behalf of a trade vehicle that is not registered to the property.

Tradesperson Parking Permits entitle the permit holder to unrestricted parking where signs say 'Permit Holders Excepted' together with the Area to which the permit applies.

Daily Visitor Permits

Daily Visitor Permits enable eligible householders within a Residential Parking Scheme (RPS) area to provide daily parking to their visitors and guests.

Daily Visitor Permits are valid for the one day that has been scratched, up until 9am the following day, and where the signs state 'PERMIT HOLDERS EXCEPTED' together with the Area on the front of the permit.

Permits are sold in packs of ten. The number of available permits per household is dependent on the capacity for parking in the RPS area.

Active Patrolling Surf Club Members

Active Patrolling Members of surf clubs within the Waverley local government area (LGA) who do not qualify for a Resident Beach Parking Permit may now be eligible to purchase a Beach Parking Permit for their vehicle. This permit will provide Active Patrolling Members with an opportunity to park free of charge in both beach car parks without time restrictions whilst on patrol, and is offered in recognition of the valuable work they do in helping to keep the public safe.

Application forms must be signed off by the Surf Life Saving Club Administrator or Office Manager, and applicants must provide proof of their Surf Club Membership status and their membership number.
