Commercial activations
Waverley Council provides opportunities for businesses to engage with the community through a range of commercial activations, including on-site promotions, new product launches and product sampling and giveaways at specified locations.
These activities are generally low impact and are valued by the local community. To ensure that they continue to be beneficial to the community and do not negatively affect the environment, local amenities or the unique character of the area, Council has established clear guidelines around commercial activations.
Commercial activations are permitted in specified locations at Bondi Beach and Bondi Junction only:
- Semi Circle along Campbell Pde opp Hall St Bondi
- Campbell Pde opp Roscoe St Mall Bondi
- Dolphin Court (South of Bondi Pavilion)
- Oxford Street Mall Bondi Junction
- Waverley Street Mall Bondi Junction
How to apply for a permit
- Complete the promotion and sampling application form.
- Provide a current Australian Public Liability Insurance Certificate of no less than $10 million noting Waverley Council as an interested party.
Note: Until a permit has been issued, the activity cannot proceed
Processing times for applications
- Applications for commercial activations are assessed within 5-10 working days upon receipt.
Fees and charges
Council's fees are set out in the Pricing Policy Fees & Charges.
Things to consider before applying
Waverley Council has a strong commitment to protecting the local environment and improving it for generations to come. Please read our Event Waste Management Guidelines & Requirements for information on how to help keep our environment beautiful.
- Council has specific sites available for commercial activations – roaming outside of the promotion site is not permitted.
- Under the Local Government Act, the exchange of cash in a public space is not permitted, therefore the selling of any products is prohibited.
- Flyers are prohibited on Bondi Beach. Distribution of flyers on recyclable paper only permitted at Bondi Junction if approved under the permit issued to you.
- Polystyrene must not be used.
- Products in glass are not permitted.
- The use of plastic water bottles, bags, drinking straws, inflatables of any kind and glowsticks are prohibited.
- Giveaways of one-off sachets not allowed. Instead of a sunscreen sachet, for example, consider using sunscreen bottles that people can help themselves to. Plastic or other throw away sample packaging will not be approved (see 'Sample sizes and packaging' below).
- Balloons must not be used, given away or released during events or promotions. Paper lanterns can be used instead.
- Umbrella giveaways not allowed.
- Stencilling on the ground is prohibited. Signage must be approved in your signage plan.
- Existing Council bins in the public space cannot be relied upon to cater for waste or recycling material created by special events or promotions. Additional waste and recycling bins may be needed to cope with the increased demands of the event or promotion. If over 20% of waste is food waste, organisers must arrange for organic waste bins and removal.
Sampling in consumable product giveaways is permitted in sample sizes of up to 60ml or 100g, in environmentally friendly packaging (reusable, compostable, biodegradable or recyclable). If permission is granted for a giveaway, any external or bulk packaging will need to be removed before bringing it to the venue.
Council requires a sample of the packaging two weeks prior to the event, delivered to: Bondi Pavilion Waverley Council Outdoor Events, Queen Elizabeth Drive, Bondi Beach 2026.
When sampling food or drink, a Notification to Operate a Temporary Food Premises will also need to be supplied to Health Services.
The plans required for commercial activations are typically: waste/cleaning, traffic or pedestrian management, security and crowd management and sound management. See Council’s Event Waste Management Guidelines & Requirements and Sustainable Event Checklist for more details on the information typically requested.
A minimum of 4 weeks’ notice is required for cancellations. A refund will be given less administration fee and 25% of venue hire fee.
For enquiries about commercial activations, email outdoorevents@waverley.nsw.gov.au or call 0435 552 982.
