Strategic Asset Management Plan
Waverley Council has developed its seventh Strategic Asset Management Plan (SAMP7) to identify the objectives, strategy, and plan to manage its asset portfolio over the 11-year period between 2025 and 2036.
The Plan forms a crucial part of Council’s Integrated Planning and Reporting (IP&R) Framework and the Resourcing Strategy. It operates in cohesion with Council’s other strategic documentation including the Long Term Financial Plan (LTFP), Community Strategic Plan (CSP), Delivery Plan and the Environmental Action Plan (EAP).
SAMP7 assesses Council’s resourcing demand to deliver the operations, maintenance, renewal, upgrades, expansion and disposals required for its assets to meet community and technical demands over the planned period. The documents provide the outcomes of Council’s asset management maturity assessment and outline the improvement initiatives that Council will prioritise.
SAMP7 comprises:

- Asset Management Strategy (AMS)
- 8 Individual Asset Management Plans (AMPs) for:
SAMP7 was adopted by Waverley Council on 17th June 2025 and incorporates key changes such as:
- The revised Asset Management Policy document establishes Council’s Five Core Asset Management Objectives and decision-making principles.
- The revised AMS establishes Council’s approach to asset lifecycle management, the climate change scenario, asset hierarchy, asset information management, as well as the apportionment of capital and operational expenditure within the 11-year plan.
- The revised AMPs establish Council’s current state and expenditure plan for the each of the eight asset classes. Council’s refreshed asset information, hierarchy and data has been used to develop the degradation profiles of each asset class and the impact of the current funding plan.
