Operational Plan & Pricing Policy

The NSW Government’s Integrated Planning and Reporting legislation requires councils to develop a long-term community strategic plan. Following each council election, it is our responsibility to review the Community Strategic Plan and associated Integrated Planning and Reporting documents in consultation with the community. Our Integrated Planning and Reporting identifies community’s vision and priorities for the future of Waverley.

Following the local government election in 2024, Council commenced the community consultation in October 2024 to ensure all segments of our community are engaged. Council continued the community consultation and engagement program until March 2025. More than 380 community members were engaged on the vision and priorities for Waverley. Based on the community feedback we received, we drafted the Waverley Community Strategic Plan 2025-2035 and associated documents. These documents were placed on public exhibition from 1 May 2025 to 28 May 2025. Council considered community feedback received during the exhibition period and adopted the documents on 17 June 2025.

The Operational Plan is a sub-plan of the Delivery Program and sets out the activities to be undertaken in each year of the Delivery Program. The Operational Plan includes the Budget and the Statement of Revenue Policy.

The Operational Plan 2025-26, the first iteration of the Plan under the Waverley Community Strategic Plan 2025-2035 was placed on public exhibition from 1 May 2025 to 28 May 2025. Council considered community feedback received during the exhibition period and adopted the documents on 17 June 2025.

Waverley Council reports bi-annually against actions in its annual Operational Plan as a measure of progress towards achieving the four-year delivery program, and ultimately the community’s Vision.
