Sydney Planning Panel

The Sydney Planning Panel in Sydney's East Region provides independent, merit-based decision making on regional development. Regional development is development which is notified and assessed by a local council and then determined by the Sydney Planning Panel.

Waverley Council refers Development Applications that meet the following criteria to the Sydney Planning Panel for determination:

  • development with a capital investment value (CIV) over $20 million
  • development with a CIV over $5 million which is
  • council related
  • lodged by or on behalf of the Crown (State of NSW)
  • private infrastructure and community facilities or
  • eco-tourist facilities
  • extractive industries, waste facilities and marinas that are designated development
  • certain coastal subdivisions
  • development with a CIV between $10 million and $20 million which are referred to the regional panel by the applicant after 120 days
  • crown development applications (with a CIV under $5 million) referred to the regional panel by the applicant or local council after 70 days from lodgement as undetermined, including where recommended conditions are in dispute.

The panel comprises of five members - three appointed by the Minister and two appointed by Waverley Council.

Expressions of Interest – Sydney Planning Panel Membership

Council is currently seeking Expressions of Interest from applicants with a diverse background in a broad range of skills and experience to become Waverley Council’s members on the Sydney Planning Panel for a period of up to 3 years. The selection criteria for local members includes:

  • Senior level experience in dealing with multiple stakeholders
  • High level communication skills
  • Capability to drive high profile outcome in a credible and authoritative manner
  • High level analytical skills, and
  • Knowledge of the assessment of complex development and planning matters.

At least one of the two Council nominees must have a high level of expertise in one or more of the following fields:

  • Planning
  • Architecture
  • Heritage
  • The Environmental, Urban Design
  • Land Economics
  • Traffic and Support
  • Law
  • Engineering
  • Tourism.

In addition to the above, applicants must demonstrate a sound knowledge of the Sydney Planning Panel process and their ability to adhere to the Code of Conduct and Operational Procedures. Payment will be in accordance with the NSW Government’s guidelines.

New DA requirements

From 1 October 2014, all building applications submitted to Council must include a CD / USB that contains all forms, plans and documents in soft copy.
