The Alfresco Restart Package

Waverley Council and the NSW Government have offered the local business community a range of support packages since COVID-19 began in early 2020. As businesses begin to open up post-lockdown, and in anticipation of a busy summer season, the NSW Government recently announced additional support for businesses across NSW to encourage a quicker economic recovery.

The NSW Government’s Alfresco Restart Package offers a range of funding avenues to be explored by local government and the business community from a share of $66 million in funding. Initiatives focus on commercial centre activations and involve outdoor dining, live music and  other entertainment activities.

Waverley Council is currently coordinating submissions for two grant packages that will support activation initiatives in our commercial centres (up to $500,000), in addition to a summer event program (up to $15,000).

Waverley Council is committed to reopening safely and efficiently over the coming months and welcomes the NSW Government’s intention to allow food retail and drink premises to implement outdoor dining options more easily.

Please note: Temporary alfresco dining applications will only be accepted until 11.59pm 28 Feb 2021.

Temporary alfresco dining measures

NSW government is supporting councils and businesses to bounce back by encouraging outdoor dining.

These temporary measures will run for seven months from now until 18 April 2022.

These temporary measures mean:

  • Hospitality businesses without existing footpath seating can set up temporary alfresco dining until 18 April 2022.
  • Hospitality businesses with existing approvals can extend their footpath seating boundaries.

All sites will be subject to development standards to manage environmental impacts such as hours of operation, patron capacity, safety and waste management.

The changes are supported by equivalent legislative changes prepared by Liquor & Gaming NSW to amend liquor licenced boundaries.

All applicants need to fill out an application form and submit relevant documents. An outcome will be provided within 10 working days.

Applications will only be accepted until 28 February 2022.

Alfresco Restart Rebate

NSW Government has announced a rebate of $5,000 to the first 5,000 approved eligible small and medium hospitality businesses to create or expand their alfresco dining areas. This will be a one-off rebate to encourage footpath seating over the summer period and activate commercial centres.

What kind of hospitality businesses can apply?

All existing food and beverage venues including restaurants, cafes, small bars, pubs or registered clubs can apply for the grant.

What is the application process?

  1. Lodge the temporary alfresco dining application with Waverley Council for the use of the footpath for outdoor dining.
  2. Waverley Council will advise of the outcome within 10 working days.
  3. If you’re going to supply alcohol, Waverley Council will provide you with a 'Liquor licence temporary change of boundaries - footpaths and roads' form.
  4. Complete the form and email it to Liquor & Gaming NSW at individual.licensing@liquorandgaming.nsw.gov.au
  5. Allow 3 days for your permit to be approved by Liquor & Gaming NSW.

How and where do I lodge an application?

An application can be lodged via email to Waverley Council. Email documentation to info@waverley.nsw.gov.au with subject line: “Alfresco Restart package application – insert business name – insert business address”.

How long will it take for my application to be determined?

Temporary alfresco dining permits will be fast-tracked and an outcome will be provided within 10 working days.

Where can I set up or extend alfresco dining space?

Alfresco dining will be considered for existing footpaths across commercial centres in the Waverley LGA, pertaining to approved standard conditions. There are four preferred areas to help activate the local communities:

  • Campbell Parade, Bondi Beach.
  • Oxford Street Mall, Bondi Junction
  • Waverley Street Mall, Bondi Junction
  • Roscoe Street Mall, Bondi Beach

$5,000 Grants

Am I eligible to apply for the $5,000 temporary alfresco dining grant?

All hospitality businesses within the Waverley Local Government Area are eligible for the $5,000 temporary alfresco dining grant. Both businesses with existing outdoor dining permits and those that do not currently trade outdoors may apply. For more information visit here.

Whom do I apply to for the $5,000 grant?

The $5,000 grant is available from the NSW Government. A separate application for the provision of outdoor dining under the Temporary Alfresco restart Package is required to be lodged for approval with Waverley Council All applications are still assessed according to certain criteria. What are the assessment criteria?

The assessment criteria include that the hospitality business must:

  • Be located within a Waverley Commercial Centre.
  • Be an approved food retail business with a valid consent
  • Use the $5,000 grant for the items outlined by DPIE (to be confirmed by NSW Government).
  • Have Public Liability Insurance in an amount not less than $20 million.
  • Agree to comply with temporary guidelines and standard conditions.
  • Have a COVID Safe Plan in place.

What is the application process?

Why are the measures temporary?

Temporary alfresco dining measures are part of the NSW Alfresco Restart Package. These are temporary measures and grants to support small businesses post-COVID lockdowns, and help activate public and commercial spaces.

What is the duration of the temporary measures?

The temporary measures are in place until 18 April 2022. After this date, the temporary provisions cease to apply and businesses must revert back to normal practices for outdoor dining.

Requirements

Do I require approval from the land owner?

Yes, approval is required from the respective land owner.

Do I require a COVID safe plan?

Yes, a COVID safe plan is required for all hospitality businesses as per NSW regulations.

Is public liability insurance required?

Yes, public liability insurance to the value of $20 million is required.

What are the hours of operation?

Hours of operation will be between 7am to 10pm depending on the zone of operation.

Do I need an extension to my liquor licence?

Yes. If you already have an existing liquor licence but are going to extend the boundaries of your outdoor dining operations, you will require approval from NSW Liquor & Gaming for temporary change in boundaries. If you currently do not have a liquor licence, you will also require approval from NSW Liquor & Gaming for a temporary liquor licence.

Fees and Finances

Is there an application fee for temporary alfresco dining?

No, an application fee has been waived for temporary alfresco dining applications.

Is a security bond required?

Yes, a security bond will be payable on approval of the permit.

Will there be rental fees?

Yes, there will be monthly rental fees payable to Council for the approved alfresco dining area. The rental fees are as per the Waverley Pricing Fees and Charges Policy.
