Waverley Council’s Parking Services Division manages the system of on street parking and the Business, Services & Property Division manage off street parking in the Waverley municipality.
They are tasked with maintaining the life and capacity of Council’s public parking assets and finding demand management solutions that are equitable and without negative environmental impact. Residential amenity, local economy and environmental sustainability all depend heavily on the optimisation of Waverley’s parking system.
Car ownership and demand for on-street parking in Waverley are increasing at an unsustainable pace. Covering only 9 sq kms, Waverley is the most densely populated local government area in Australia. Between 2005 and 2008, the number of registered vehicles increased by 7.2%, equating to 3,651 registered vehicles for each square kilometre of land. Added to these statistics, millions of visitors each year contribute to the fierce competition for the limited number of available car spaces.
In managing the parking system, Council takes into account the competing needs of residents, commuters, businesses and visitors and strives to provide a workable system which provides more benefits than burdens to the various stakeholders competing for the scarce resource. The two guiding principles in managing Waverley’s complex parking system relate to protecting amenity for residents in residential streets and supporting the interests of businesses in terms of maintaining a choice of optimally-located parking opportunities at reasonable prices.
