SUMMARY OF MOTIONS PASSED
1.MOTION: CHRISTMAS/NEW YEARS EVE: Moved Margaret McNiven Seconded Robert Henry Carried
Bondi Beach precinct requests that there is restriction, management and ceasation of anti-social behaviour for the non paying audience in the public space outside the managed event through regular ½ hourhly patrols by both cleaning contractors and the police from Frances St to Ramsgate Ave and as far back as Jacques Ave to ensure that the area is clean and tidy and there is no broken glass and that noise and unruly behaviour is not tolerated.

That the Safe Summer Initiative financial report and social impact of the Christmas/NYE event be presented to the Bondi Beach Precinct
3. MOTION: CAMPBELL PDE STAGE 3: Moved Paget Wybrow Seconded Alex Kiss Carried
Bondi Beach Precinct requests that residents, owners and precinct members are:
· Advised of the time line of proposed works for Cambell Pde Stage 3 upgrade works
· Notified and consulted on detailed design plans
· and that the notification to include a leaflet drop on Campbell Pde, as well as delivered mail to property owners and a presentation to the precinct meeting.
4. MOTION: WAVERLEY TRAFFIC COMMITTEE: Moved Margaret McNiven Seconded Alex Kiss Carried
That Waverley Council's local traffic Committee and Waverley Traffic Committee provide to each Precinct Executive the agenda, each relevant technical report and the traffic management plan (including updates) relating to each ward within Waverley Council and each respective Waverley community such as Bondi Beach basin
And obtain the views of local residents affected by any and every traffic related agenda and report prior to making a decision
And provide a summary of the final traffic decisions made by Council, the RTA & NSW Police
5. MOTION: TRANSPORT PLAN: Moved Margaret McNiven Seconded Richard Davis Carried
The BB Precinct desires a transport plan to incorporate bus links with both existing train and ferry services:
The BB Precinct specifically recommends to the Traffic Committee and its members: Waverley Council, Sydney Buses, RTA, and to Woollahra Council, Sydney Ferries and State Transit
That it establish the following bus shuttle link between Rose Bay Wharf and Bondi Beach having taken into account the absence of a ferry link for commuters and residents and tourists, and having taken into account objections from residents to shuttle buses on residential streets in the recent beach shuttle proposal.
That a direct bus link be established along the E-W transport 'back bone' of Curlewis Street and O'Sullivan Road scheduled with Rose Bay Ferry arrivals/departures to increase a transport plan for the Bondi Beach Basin through links with
Bus# 380, 381 at Campbell Pde (& thence to Bondi Beach or Dover Heights, or to Bondi Road and Bondi Junction)
Bus# 389 at Glenayr Avenue (& thence to North Bondi or to Bondi Jct or City bound)
Bus# 387 & 386 at Old South Head Road (& thence to Vaucluse and Watsons Bay, or Bondi Jct) and within one block of the Bellevue Hill services 326 & 327 (& thence to Bondi Jct or Double Bay and city-bound) and the New South Head Road Services (east and city-bound).
6. MOTION: 125 HASTINGS PDE: Moved Petrina Wisniewski Seconded Kate Jarrett
That the Bondi Beach Precinct reject the DA for the redevelopment 125 Hastings Parade in its current form for the following reasons:
· It is contrary to the Waverley Heritage Assessment, which has been accepted by Council
· The height of the proposed three storey unit complex is excessive, destroying views and creating shading
· The bulk of the building is inconsistent with the small scale, modest character of the Ben Buckler shopping centre
Rob Puflett will put in a
submission on behalf of the precinct on this DA.
7. MOTION: 125 HASTINGS PDE: Moved Rita Winter Seconded Rob Puflett
Residents wish to draw the Council and Councillors attention to the current use of the site as an illegal backpacker.

That Sydney Buses abide by their agreement not to travel along Warners Ave, Mitchell St and Glenayre Ave between the hours of 10 pm – 6 am.

MOTION: TOURIST BUSES SIGNAGE & ENFORCEMENT: Moved Alex Kiss Seconded Margaret Mc Niven Carried
Bondi Beach precinct requests that Council replace the current tourist buses advisory signs for larger signs which will include a penalty for non-compliance when not turning off their engines and air-conditioning while stationery. That Council then ensure that Council's traffic parking officers enforce the penalty when tourist buses do not comply.

Bondi Beach Precinct is opposed to the DA at Beach Rd and Glenayre Ave for the following reasons:
· the increased height of the building
· excavation for the site and
· the encroachment of commercial usage into Beach Rd
And requests that Council prohibit the use of external kitchen ventiliation

MOTION: CAMPBELLL PDE UPGRADE – NORFOLK PINES: Moved Gary Sheils Seconded Alex Kiss Carried
That Bondi Beach precinct express their concern at the current plan for Campbell Pde and the impact the Norfolk Island Pines will have on the views of the residents and that these trees are considered inappropriate for planting on the footpath.
RESPONSE: Council undertook extensive community consultation in regard to the Concept Plan for the Improvement of Campbell Pde and the Detailed Design Stage 2 works that are currently under construction. Council did receive a number of concerns regarding the proposed landscape improvement. The issues raised were considered by Council and it was determined that the proposed planting would not significantly impact on view corridors.
Council has recently been approached regarding the extent of planting in the Concept plan for stage 3 works. This is the area north of Beach Rd. Council is waiting on a formal submission from the complainant and will consider the submission when received. T Reed Director, Public Works & Services.
6.TREE MANAGEMENT PLAN (TMP)– Maree Girdler
Maree Girdler gave a presentation of the Council's newly endorsed TMP. Maree outlined the 10 main points of the plan which are: tree vandalism; tree removal and notification process; rejuvenation of heritage listed trees and parks with planting of advanced trees; planting more trees using improved methods; adopt a tree program; improving communication with staff and contractors; street tree master plan; recommended tree species list; updating the significant tree register and a greening master plan. This information is available on the Councils website.
The Bondi Beach precinct welcomed the comprehensive nature of the TMP and requested that Council when appropriate adhere to the plan.
7.BONDI NEWS – Bobbi McIlwraith
7.1 Christmas/New Year events The event will be run along the same Safe Summer model used over the last few years. This year it will also be run as a carbon neutral event. This year the event organisers will endeavour to ensure there is not as much disruption to the surrounding streets as occurred last year.

7.2 Cambell Pde Stage 2 & Stage 3 – Implementation for Stage 2 is currently in progress and is scheduled to be completed by 17th December.
Concern was expressed regarding the lack of consultation on the Cambell Pde Stage 3 works as well as concern about the large number of Norflolk Island Pine in the design plans. The detailed design plan for Stage 3 has not been approved and funding is still being sought for implementation of the plan.

7.3 Bondi Beach Runner – Waverley Council has sponsored a bus from Bondi to Coogee via Tamarama, and Bronte during the summer months to encourage local residents to leave their car at home. The service will start on the last week in November and run on weekends and public holidays until 8 pm.
8.4 Bondi Forum
Both the fashion parade with the fashion shops in Gould St and a Brand Orange, food and wine weekend in co-operation with Orange Council at the Bondi Pavilion were a great success. The Bondi bag competition has been run and the Bondi bag have been distributed throughout Bondi beach.
8.REPORTS/PRESENTATIONS
8.1. Waverley Traffic Committee
Charter – Concern was raised about the change in the charter of the committee which will serve to limit the input from members of the community. The accountability and transparency of decisions will be hindered and the precinct asks the Committee restores the role of the community representative on the Committee.

8.2 Waverley Community Safety Committee
Peter Quartly, as one of the Combined Precinct Committee representatives on the Safety Committee, addressed the meeting. Issues raised at the Community Safety meeting included the lights at Bondi beach, thefts at the beach, lockers at Nth Bondi and a review of the use of soft surfboards within the flags. Issues raised by precinct members included the need for a crossing and indicator near O'Brien St. Peter was happy to be contacted and raise issue of concern from members of the Bondi Beach precinct. 9 DEVELOPMENT APPLICATIONS
9.1 Swiss Grand
The owners of the Swiss Grand hotel have provided a briefing to Council and Councillors and precinct executives members on their plans for the site. The proposal includes a mix of expensive residential apartments, a boutique hotel and restaurants and retail, potentially including a supermarket, below with an observation tower on the top of the building. There will be significant impacts on traffic particularly on Beach Rd, Gould St, Glasgow St and Mitchell St. There will be a loss of tourist accommodation which could adversely impact on local businesses. The precinct would like a presentation once the DA has been submitted to the Council.
9.2 125 Hastings Pde

Beach Rd Hotel Smoking areas - The Beach Rd Hotel has two open smoking areas. One area is near the bottle shop and the other is for the 1st floor facing Beach Rd.
9.5 Upcoming DA's
Hakoah Club Club members decided at the extraordinary meeting to sell the club to the Toga group. Toga group are owned by Medina who run Vibe hotels. DA plans for a redevelopment of the site will be submitted at a later date.
Bondi Hotel which will be submitting a DA for the Bondi Hotel nightclub area and the bottle shop that backs onto Gould St.
North Bondi SLSC s 96- who are still seeking funding for their re-designed architectural plans by Derback and Bloch.
10 GENERAL BUSINESS
BB Precinct Special meeting - Federal Election – Meet the Wentworth Candidates Sunday 11th November 2007
As the precinct has a tradition of organising election forums in the past Margaret McNiven proposed to organise a Bondi Beach Precinct Meet the Wentworth Candidates Forum once the Federal election has been called.
Jimmy @ Sth Bondi Headland
Request from some members of the precinct for Jimmy's ecological footprint to be smaller.
