Applications and Certificates associated with properties

Building Certificate

A Building Certificate is issued by Council following an inspection of the property and notes any improvements to the property.  It is usually requested for properties that are for sale or when unauthorised works have occurred in the past.

The issuing of a Building Certificate indicates that Council will not issue an order to repair, demolish or rebuild the building for the next seven (7) years.  Orders may only be issued if premises are in an unsatisfactory state or in the event of deterioration.  Further, Council may still issue orders to ensure adequate fire safety in a building, even if a building certificate exists for the property.


All applications must be accompanied by an up-to-date survey.  Other information may be received dependent on circumstances.

Place of Public Entertainment

A Place of Public Entertainment (POPE) approval is required to be obtained prior to the commencement of entertainment at a premises.  Details of a current development consent that acknowledges that entertainment and occupancy numbers have been approved by Council must be submitted with a POPE Application.


In the preliminary stages of the development the applicant should engage the services of an appropriately qualified Accredited Certifier to ensure that the proposed design incorporates the provisions of the Building Code of Australia.

Activity Application

Certain activities associated with a development, including displaying goods on a footpath, require approval under s68 of the Local Government Act prior to the commencement of such work or activity.  To obtain such an approval it is necessary to submit an Activity Application with the appropriate plans and fee.

Footpath Seating Application

The provision of outdoor seating to a restaurant or café on the road reserve requires Council approval under the Roads Act. To obtain such an approval it is necessary to submit a Footpath Seating Application with the appropriate plans and fee.

Subdivision Certificate

A Subdivision Certificate is required for the subdivision of a property (land subdivision) or a building (strata subdivision) into separate allotments and follows on from the granting of development consent for such subdivision. An Accredited Certifier or Council may issue the Certificate.
