Use of Public Open Space

Waverley Council offers a variety of public open space including parks, beaches, streets, malls and cemeteries, for activities including meetings, picnics, sport, weddings, filming, markets, commercial promotions, etc. Council permission may be required.
Activities requiring permit
You will need a permit to engage in any of the following activities:
- Film and photography
- Organised sport
- Picnics or other informal gatherings of over 50 people
- Wedding ceremonies
- Erection of any structures, including marquees, jumping castles, etc
- Use of any equipment, including barbecues, public address systems, scaffolding, etc
- Corporate promotion, product sale, charity events
- Fitness training: please see Fitness Groups & Personal Trainers Policy
Please note that users of Council property can be asked by Council officers to produce a valid permit.

Application and approval procedure

- Complete and submit an application form, attaching any required or relevant material. (For Fitness Training applications use this form) Do not attach payment.
- The assessing officer will contact you to discuss details, fees and methods of payment.
- Do not proceed with activities until either in possession of a permit, or advised that no permit is required.
Fees
Fees apply in some cases. Council seeks to partly recover the cost of maintaining and improving its reserves by charging on a 'user pays' basis. Fees are stated in the Pricing Policy, and compare favourably to most other Councils'.
Filming
In 2000 the NSW Department of Local Government introduced guidelines for the film permit application process. The Protocol may be viewed here. Adherence to the Protocol is optional; Waverley Council has not adopted it.
One Stop Shop
In order to simplify and streamline the processing of Open Space applications, Council is currently trialing a ‘One Stop Shop’ approach. Once the most appropriate Council officer for your needs has been identified, you will need to deal with only that officer, and only one permit and one invoice will need to be issued, regardless of how many different venues or sections of Council are involved.
