WTC-0804.AM Adoption of Previous Minutes by Council – 27 March 2008
The recommendations contained in Part 1 – Matters Proposing That Council Exercise Its Delegated Functions – of the Minutes of the Waverley Traffic Committee meeting held on 27 March 2008 were adopted by Council at its meeting on 15 April 2008 save and except the following:
1. Waverley Traffic Committee Meeting – 27 March 2008 – Minutes – Clause WTC-0803.C1 – Kenneth Street, Tamarama – Extension of RPPS Area 11 (A02/0273-02)
Council resolved to receive and note the recommendation of the WTC. Council resolved at the same meeting to include the eastern side of Alexander Street, the western side of Marks Lane, and the southern side of Kenneth Street in RPPS Area 11.
Council’s Proposal: That the Committee receive and note this information.

PART 1 – MATTERS PROPOSING THAT COUNCIL EXERCISE ITS DELEGATED FUNCTIONS
NOTE: The matters listed under this part of the Agenda propose that Council either does or does not exercise the traffic related functions delegated to it by the RTA. The recommendations made by the Committee in this part of the Agenda will be submitted to Council for adoption.
WTC-0804.C STATE ELECTORATE OF COOGEE
WTC-0804.C1 Bronte Road, Charing Cross – Pedestrian Crossing (A03/0521)
This matter was last considered by the Committee at its meeting in February 2008. At that meeting the matter was deferred to this meeting and in the interim Committee members conducted a site inspection.
Report dated 12 March 2008 from the Divisional Manager, Technical Services about a proposal for a pedestrian crossing on Bronte Road at Charing Cross.
Council’s Proposal: That a pedestrian crossing be approved on Bronte Road east of Albion Street in accordance with the concept plans.
WTC RECOMMENDATION (UNANIMOUS SUPPORT): That:
1. The Committee does not support a pedestrian crossing at this location for the following reasons:
(a). The crossing would be dangerous for users due to the speed of vehicles travelling eastbound around the bend in Bronte Road and the rapid acceleration of vehicles turning right from Albion Street.
(b). The crossing would cause vehicles to queue in Albion Street (turning right into Bronte Road) and along Bronte Road across the existing pedestrian crossing.
(c). The crossing does not meet the requirements of the RTA warrant.
2. Concept plans be prepared for the Committee’s consideration showing alternative measures to improve pedestrian safety at this location, such as:
(a). Widening the pedestrian refuge at the existing crossing in Bronte Road.
(b). Installing kerb blisters at the existing crossing in Bronte Road.
(c). Relocating the bus stop on the eastern side of Bronte Road to the north.
3. A physical site inspection be conducted with Sydney Buses once the concept plans have been prepared.
4. The Committee believes that traffic lights would be the best solution for this location and funding for the signalisation of the intersection should be pursued.

WTC-0804.C2 Hewlett Street, Bronte – Residential Preferential Parking (A03/2581)
Report dated 26 November 2007 from the Divisional Manager, Technical Services about a proposal for a new Residential Preferential Parking Scheme in Hewlett Street and Bayview Street, Bronte.
Council’s Proposal: That “2 Hour Parking, 8am-6pm Permit Holders Excepted Area 43” signage be installed in the following streets:
1. Hewlett Street (south side), between the common boundary of 89/91 Hewlett Street and Bayview Street.
2. Bayview Street (west side), across the frontage of 5 Bayview Street.

WTC-0804.C3 Birrell Street, Waverley – No Stopping (A03/0578)
Report dated 14 April 2008 from the Divisional Manager, Technical Services about a request for “No Stopping” in Birrell Street during afternoon peak periods.
Council’s Proposal: That consideration be given to amending the existing 30m “No Stopping, 7am-9am, Mon-Fri” zone in Birrell Street, opposite Park Parade to read “No Stopping, 7am-9am, 3pm-6pm, Mon-Fri”, subject to further traffic counts to be submitted at the meeting.
WTC RECOMMENDATION (UNANIMOUS SUPPORT): That:
1. The existing 30m “No Stopping, 7am-9am, Mon-Fri” zone in Birrell Street, opposite Park Parade be extended to the eastern end of the bus zone, and amended to read “No Stopping, 7am-9am, 4pm-6pm, Mon-Fri”.
2. The road lanes be clearly linemarked, and the pedestrian warning lines be relocated to their correct position closer to the crossing.

WTC-0804.V1 Wellington Street, Bondi – Extension of Residential Preferential Parking (A03/0876)
Report dated 10 April 2008 from the Divisional Manager, Technical Services detailing survey results into the extension of the residential preferential parking scheme.
Council’s Proposal: That:
1. “2P, 8am-10pm, Permit Holders Excepted, Area 1” signs be installed on both sides of Wellington Street, between Francis Street and Edward Street.
2. Residents of Wellington Street, between Francis Street and Edward Street be invited to apply for parking permits.

2. “2P, 5pm–10pm, Permit Holders Excepted Area 8” signs be installed within this construction zone.

1. An 8m “No Parking, 7am-5pm, Mon-Sat, Council Authorised Vehicles Excepted” zone be installed along the frontage of 70 Ramsgate Avenue, Bondi Beach.
2. “2P, 5pm–10pm, Permit Holders Excepted Area 5” signs be installed within this construction zone.

Report dated 15 April 2008 from the Divisional Manger, Technical Services about a request for a construction zone in Consett Avenue.
Council’s Proposal: That:
1. A 15m “No Parking, 7am-5pm, Mon-Sat, Council Authorised Vehicles Excepted” zone be installed outside 40 Hall Street, Bondi Beach along the Consett Avenue frontage.
2. “2P, 5pm–10pm, Permit Holders Excepted Area 10” signs be installed within this construction zone.
WTC RECOMMENDATION (UNANIMOUS SUPPORT): That Council’s proposal be supported subject to clause 2 being amended to read as follows:
““2P 5pm–10pm Mon-Sat, 2P 8am-10pm Sunday & Public Holidays, Permit Holders Excepted Area 10” signs be installed within this construction zone”.

Report dated 14 April 2008 from the Divisional Manager, Technical Services about a request for a part-time Mail Zone in Glenayr Avenue, North Bondi.
Council’s Proposal: That a 7m “Mail Zone, 6pm-7pm, Mon-Fri” be installed within the existing “½ P, 8am-6pm, Mon-Fri” on the western side of Glenayr Avenue, south of the driveway to 81 Glenayr Avenue.
WTC RECOMMENDATION (UNANIMOUS SUPPORT): That Council’s proposal be supported.

Report dated 14 April 2008 from the Divisional Manager, Technical Services about a request for a change to bus stop signage in Portland Street, Dover Heights.
Council’s Proposal: That the J-stem Bus Stop signs and Bus Zone signs in Portland Street, Victory Street and Dover Road be amended to read “Mon-Fri only”.
WTC RECOMMENDATION (UNANIMOUS SUPPORT): That Council’s proposal be supported subject to the signs reading “Mon-Fri & Special Events”.

Report dated 22 April 2008 from the Divisional Manager, Technical Services detailing plans for kerb extension and a pedestrian refuge at the intersection of Park Parade and Bondi Road.
Council’s Proposal: That the Traffic Committee be advised of the detailed design plans for a pedestrian refuge and kerb extension in Park Parade, at the intersection of Bondi Road.
WTC RECOMMENDATION (UNANIMOUS SUPPORT): That:
1. The design plans for a pedestrian refuge and kerb extension in Park Parade at the intersection of Bondi Road be approved.
2. Council officers investigate a no right turn from Park Parade into Bondi Road.

WTC-0804.TEAC STATE ELECTORATE OF COOGEE
WTC-0804.TEAC1 Bronte Surf To Turf – Bike Week Event (A08/0448)
Report dated 11 April 2008 from Divisional Manager, Technical Services regarding proposed bicycle route for the Bike Week Event.
Council’s Proposal: That Council seeks advice from the Committee on the proposed route for the Bike Week Event.
WTC RECOMMENDATION (UNANIMOUS SUPPORT): That:
1. The organiser prepare a Traffic Management Plan for the event showing arrangements for an event with the expected number of participants and a large event with more than the expected number of participants, including the following:
(a). The proposed route and an alternative route.
(b). Maximum number of riders per group and how the groups will be controlled.
(c). Details of staggered start times.
2. The organisers liaise with the NSW Police, Traffic Services to discuss their assistance with the event.

WTC-0804.TEAV STATE ELECTORATE OF VAUCLUSE
WTC-0804.TEAV1 Redevelopment of the Swiss Grand Hotel, Campbell Parade, Bondi Beach (DA 619/07)
Report dated 11 April 2008 from the Manager, Traffic and Development about the proposed redevelopment of the Swiss Grand Hotel on Campbell Parade, Bondi Beach.
A copy of the traffic impact assessment report prepared by Masson Wilson Twiney was distributed separately to Committee members.
Council’s Proposal: That Council seeks advice from the Committee on traffic and parking related aspects of the development.
WTC RECOMMENDATION (UNANIMOUS SUPPORT): That:
1. The traffic impact assessment report prepared by Masson Wilson Twiney be received and noted.
2. The applicant satisfy the Committee as to the following matters:
(a). The traffic surveys were conducted in July and February and do not reflect the traffic and parking situation in summer. In addition the February counts were taken in poor weather conditions. The Committee believes that counts should be taken on a warm Saturday and Sunday afternoon in summer as this is regarded as the peak time and best weather condition that reflect the traffic and parking demand.
(b). The Traffic Report does not comment on the manoeuvring of large trucks in the delivery area. The Committee believes the provision of truck access is inadequate and will impact on Beach Road. Queuing in Beach Road has the potential to overflow onto Campbell Parade impacting on traffic movements including public transport. The Committee also expressed concern about the type of vehicles accessing the site and there may need to be a condition restricting the size of those vehicles.
(c). The consultant is to check the turning circle for vehicles entering car parking area Basement 01 from Basement 02 and the restrictions of the one way movement in the car park and proposed car parking spaces / storage area.
(d). The Committee expressed concern about the underprovision of car parking for the retail component.
(e). Provide details of provision for separation of the car park uses between the retail, public, hotel and residential components, including hours of operation, parking restrictions and fee structure, and provide details of staff parking requirements.
(f). Provide details of public transport demand and utilisation.
(g). Provide a Construction Traffic Plan of Management to the satisfaction of the Committee.
(h). The effects of the development are not adequately addressed with regard to the following:
(i) Left and right turn into Curlewis Street from Gould Street.
(ii) The signalised intersections at Beach Road and Campbell Parade, and Curlewis Street and Campbell Parade.
(iii) Exiting the site into Gould Street and heading northwest via Curlewis Street and Campbell Parade.
(iv) Impact on feeder roads to the site such as Hardy Street, Mitchell Avenue, Warners Avenue and Gould Street.
(v) The close proximity to Bondi Beach Primary School and the impact on safety.
(vi) The impact of the parking demand overflow on residential streets.
(i). The Committee believes the figures presented in Table 5.3 in the Traffic Report do not accurately reflect the impact of the development.
3. The Committee notes and endorses the following RTA advice regarding the development:
(a). The proposed development should be designed such that the traffic noise from Campbell Parade is mitigated by durable materials, in accordance with EPA criteria for new land use developments (The Environment Criteria for Road Traffic Noise, May 1999). The RTA’s Environment Noise Management Manual provides practical advice in selecting noise mitigation treatments.
(b). Where the EPA external noise criteria would not feasibly or reasonably be met, the RTA recommends that Council apply the following internal noise objectives for all habitable rooms under ventilated conditions complying with the requirements of the Building Code of Australia:
(i) All habitable rooms other then sleeping rooms: 45 dB(A) Leq(15hr) and 40 dB(A) Leq(9hr), and
(ii) Sleeping rooms: 35 dB(A) Leq(9hr)
(c). All vehicles must enter and leave the site in a forward direction. The applicant is to demonstrate that this is feasible, and provide sweep paths and turning circle diagrams.
(d). All construction management should be prepared to ensure that all construction vehicles are accommodated within the site during construction.
