Ridyard, Sloan and Wakefield.

 

 

At the commencement of proceedings at 12.40pm, those present were as listed above.

 

At 12.42pm, the meeting was adjourned for the purpose of conducting inspections.

 

At 2.06pm, Council reconvened in the Council chamber.

 

Cr Kanak joined the meeting at approximately 1pm during the inspection of Scarborough Crescent Reserve.

 

 

 

I-0803.A           APOLOGIES

 

Apologies were received and accepted from Crs Moscatt and Newhouse.

 

 

 

I-0803.DI         DECLARATIONS OF INTEREST

 

The Mayor called for declarations of interest and none were received.

 

 

 

I-0803.1           GENERAL BUSINESS

 

There were no Items of General Business.

 

 

 

I-0803.2           INSPECTIONS

 

 

I-0803.2.1

142-144 Francis Street, Bondi – Demolition of two dwellings and the construction of a 4 storey residential flat building with basement parking  (DA 443/07)

 

This matter was last considered by the Development Control Committee at its meeting held on 26 February 2008.  At that meeting the Committee decided to defer the matter to this meeting and in the interim that the applicant erect height and bulk poles on the site.

 

Report dated 24 January 2008 from the Development & Building Unit.

 

MOTION / DECISION  (Wakefield / Kanak)

 

That the application be refused in accordance with the reasons contained in the DBU report.

 

FORESHADOWED MOTION  (Betts)

 

That the application be deferred to allow the new plans to be assessed.

 

THE MOTION WAS PUT AND DECLARED CARRIED ON THE CASTING VOTE OF THE CHAIR.

Scarborough Crescent Reserve, North Bondi – New War Memorial  (A06/1703)

 

This matter was last considered by the Development Control Committee at its meeting held on 26 February 2008.  At that meeting the Committee decided to defer the matter to this meeting.

 

Report dated 13 February 2008 from the Development and Building Unit.

 

MOTION / DECISION  (Clayton / Main)

 

That the application be approved in accordance with the conditions contained in this report subject to the following additional conditions and amendment:

 

1.             The applicant submit a landscape plan for the area as defined by the development application.

 

2.             The applicant work with Council’s Arborist to protect the tree they are going to keep.

 

3.             Council get some indication of the stonework and the paving along the edges to the satisfaction of the Director, Planning & Environmental Services.

 

4.             Condition 2(a) be amended to read as follows:

 

“The proposed finish of rendered masonry walls to the Memorial are not supported with an alternative finish of either concrete or sandstone to be provided with consideration of anti-graffiti coating”.

 

 

 

I-0803.RM       SUBMISSION OF RESCISSION MOTIONS

 

Note from the General Manager:  Rescission motions received before the close of a meeting will stay action to implement Council's decision until the rescission motion has been determined.  This is in line with section 372 of the Local Government Act and Council's Code of Meeting Practice.

 

Rescission motions must be submitted to the General Manager, or in the absence of the General Manager a member of Council's Governance Unit, and announced before the close of the meeting.  The date and time of receipt will be noted on all rescission motions.

 

Rescission motions received after the close of a meeting will not stay action on implementing Council's decision.

 

Rescission motions will generally be dealt with at the next Council meeting.

 

The Chair called for the submission of any rescission motions and none were received.
