Part 1 – Matters Proposing That Council Exercise Its Delegated Functions – of the Minutes of the Waverley Traffic Committee meeting held on 15 November 2007 was adopted by Council at its meeting on 18 December 2007 subject to the following save and excepts:

 

1.             Waverley Traffic Committee Meeting – 15 November 2007 – Minutes – Clause WTC-0711.Z1 – Seaview Street, Waverley & Chambers Avenue, Bondi Beach – Mobility Parking Spaces  (A02/0273-02)

 

Council resolved to adopt the recommendation of the Waverley Traffic Committee subject to Clause 1 being amended to read “The application for a mobility parking space at 11 Seaview Street be approved”.

 

2.             Waverley Traffic Committee Meeting – 15 November 2007 – Minutes – Clause WTC-0711.V5 – Flood Street, Bondi Junction – No Parking Outside Yeshiva College  (A02/0275)

Council resolved that the matter be referred to the WTC for further consideration taking into account the representations made by the College, and in the meantime the status quo remains.

Adoption of Previous Minutes by Council – 6 December 2007

 

Part 1 – Matters Proposing That Council Exercise Its Delegated Functions – of the Minutes of the Waverley Traffic Committee meeting held on 6 December 2007 was adopted by Council at its meeting on 18 December 2007 subject to the following save and excepts:

 

1.             Waverley Traffic Committee Meeting – 6 December 2007 – Minutes – Clause WTC-0712.Z1 – Bus Lane In Bondi Road, Bondi  (A03/2192)

 

Council resolved not to adopt the recommendation of the WTC and made the following resolution:

 

1.             The implementation of the proposed weekend afternoon bus lane westbound on Bondi Road be deferred to allow Council to:

 

(a).        Set up a working group.

 

(b).        Immediately assess alternatives with interested parties, such as the Chamber of Commerce, Councillors and precinct members.

 

(c).        Prepare a submission to the RTA and the Minister for Roads on the potential impacts of a bus lane on the Waverley community.

 

2.             The working group is to be made up of Councillors, Council’s Divisional Manager, Technical Services, the RTA and the Police, and representatives from the Chamber of Commerce and the three affected precincts.

 

3.             The alternatives and the assessments are to be brought to the working group as soon as possible and a report to Council and the RTA is to be prepared.

 

2.             Waverley Traffic Committee Meeting – 6 December 2007 – Minutes – Clause WTC-0712.V4 – Penkivil Street, Bondi – No Stopping At Old South Head Road  (A03/0791)

 

Council resolved not to adopt the recommendation of the WTC and made the following resolution:

 

1.             The following signs be installed on the western side of Penkivil Street, south of Old South Head Road:

 

(a).        25m of “No Stopping” south of the pedestrian crossing at the traffic lights.

 

(b).        17m of “No Stopping / 7am-9am / 3:30pm-6pm / Mon-Fri” south of the above 25m “No Stopping” zone.

 

(c).        13m of “No Parking / 7am-9am / 3:30pm-6pm / Mon-Fri” south of the above 17m “No Stopping” zone, to include the vehicle crossing for 3 Penkivil Street, and in consultation with the body corporate of 3 Penkivil Street.

 

2.             Council inform local residents of the decision before signage is installed.

 

WTC RECOMMENDATION  (UNANIMOUS SUPPORT):  That this information be received and noted.

Report dated 2 January 2008 from the Divisional Manager, Technical Services about proposed “No Parking” zone in York Lane, Bondi Junction.

 

Council’s Proposal:  That the “No Parking” signs not be installed in York Lane, between Birrell Street and York Place, based on the survey results.

Ebley Street , Bondi Junction – No Parking Signs  (A02/0638)

 

Report dated 2 January 2008 from the Divisional Manager, Technical Services about a proposal for a “No Parking” zone on the northern side of Ebley Street, Bondi Junction.

 

Council’s Proposal:  That “No Parking” signs be installed on the northern side of Ebley Street, between the pedestrian crossing and Eastgate delivery lane in accordance with the plan attached to the report.

 

WTC RECOMMENDATION  (UNANIMOUS SUPPORT):  That the 20m “No Stopping” zone on the northern side of Ebley Street, east of the pedestrian crossing outside the Eastgate Shopping Centre be replaced with a 10m “No Stopping” zone and a 10m “No Parking” zone, with the “No Stopping” zone located immediately east of the pedestrian crossing.

King Street, Bondi – Angle Parking  (A03/2581)

 

Report dated 2 January 2008 from the Divisional Manager, Technical Services about a proposal to install 60˚ angle parking and no stopping signs in King Street, Bondi.

 

Council’s Proposal:  That:

 

1.             “60˚ Angle Parking / Rear to Kerb / Vehicles Under 6m Only” signs be installed on the northern side of King Street.

 

2.             “No Stopping” signs be installed on both sides of King Street, for 12m west of Ocean Street.

 

3.             “No Stopping” signs be installed on both sides of King Street, for 10m East of Bennett Street.

Council’s Proposal:  That:

 

1.             The proposal to change the parking signs in Cables Place and Santa Marina Avenue not be implemented based on the survey results.

 

2.             Painted parking lines not be installed in Santa Marina Avenue.

Council’s Proposal:  That the No Parking zone on the western side of Adams Lane, south of 96 Bronte Road be extended to include the driveway to 94 Bronte Road.

Council’s Proposal:  That the following signs be installed on the southern side of Macpherson Street, east of Alice Lane:

 

1.             “No Stopping” at 10m east of Alice Lane.

 

2.             “Mobility Parking” for 6m east of above “No Stopping” sign.

Denham Street, Bondi – Proposed Safety Improvement Works  (A03/0042-04)

 

Report dated 11 February 2008 from the Divisional Manager, Technical Services.

 

Council’s Proposal:  That the Committee endorse the concept design plans for traffic safety improvements in Denham Street between Bondi Road and Francis Street.

 

WTC RECOMMENDATION  (UNANIMOUS SUPPORT):  That:

 

1.             The installation of angle parking not be supported as the road width in that section of Denham Street does not comply with Australian Standard 1742.

 

2.             Council officers be requested to amend the concept design plan to show the deletion of the angle parking, and to show the following:

 

(a).        Intersection treatments at Edward and Denham to reduce vehicle speed including:

 

(i)            Kerb extensions on each of the corners.

 

(ii)           Repositioning of the No Stopping signage to keep parked vehicles off the intersection.

 

(b).        Intersection treatments at Francis and Denham to reduce vehicle speed including:

 

(i)            A raised threshold in Denham Street.

 

(ii)           Kerb extensions on each of the corners to physically slow traffic and keep parked vehicles off the intersection.

 

(iii)         A median island with pedestrian refuge with sufficient width to accommodate a pram/wheelchair be installed in Denham Street on the southern side of the intersection with Francis Street.

Report dated 25 January 2008 from the Divisional Manager, Technical Services about proposed No Parking signs in Onslow Street, Rose Bay.

 

Council’s Proposal:  That:

 

1.             No Parking signs not be installed outside 11 Onslow Street, Rose Bay.

 

2.             Council repaint the white lines outside 11 Onslow Street, Rose Bay.

 

3.             No Parking signs not be installed in Onslow Street from Old South Head Road for approximately 150 metres eastward.

 

WTC RECOMMENDATION  (UNANIMOUS SUPPORT):  That Council’s proposal be supported subject to the applicant being requested to pay for the repainting of the white lines.

Report dated 15 February 2008 from the Divisional Manager, Technical Services detailing a request to extend residential parking into sections of Arnold Street.

 

Council’s Proposal:  That the Committee give consideration to extending 2 hour residential parking (8am – 6pm, Mon – Sat) into the following streets:

 

1.             Arnold Street, south side, between Manning Street and the driveway to 62 Queens Park Road.

 

2.             Arnold Street, north side, between Bourke Street and 12 Arnold Street.

 

WTC RECOMMENDATION  (UNANIMOUS SUPPORT):  That Council extend 2 hour residential parking (8am – 6pm, Mon – Sat) into the following streets:

Report dated 28 February 2008 from the Divisional Manager, Technical Services about a request for a construction zone in Fletcher Street.

 

Council’s Proposal:  That:

 

1.      A 2m No Parking zone be installed west of the driveway to 83 Fletcher Street.

 

2.             The applicant be requested to pay the appropriate fee in accordance with Council's pricing policy for construction zones.

 

WTC RECOMMENDATION  (UNANIMOUS SUPPORT):  That approval be granted for a Construction Zone along the frontage of 83 Fletcher Street for a minimum period of 13 weeks to provide an area of parking consistent with Council policy, and that the applicant be requested to pay the appropriate fee.

PART 2 – TRAFFIC ENGINEERING ADVICE

 

NOTE:  The matters listed under this part of the Agenda seek the advice of the WTC only and do not propose that Council exercise its delegated functions at this point in time (though they may or may not require it in the future).

Development Application for Proposed Fortnightly Growers & Makers Market at Bondi Beach Public School  (DA-436/2007)

 

Report dated 5 February 2008 from the Manager, Traffic and Development about a proposal to establish a fortnightly growers and makers market at the Bondi Beach Public School.

 

A copy of a Traffic Impact Assessment (TIA) prepared on behalf of the applicant was distributed to voting members separately with the agenda.

 

Council’s Proposal:  That Council seeks advice from the Committee on the traffic related aspects of the proposal to establish a fortnightly growers and makers market at the Bondi Beach Public School.

 

WTC RECOMMENDATION  (UNANIMOUS SUPPORT):  That the matter be deferred to allow the applicant to satisfy the Committee as to the following matters:

 

1.             The validity of the assumption that 59% of patrons can be discounted from the parking demand as stated on page 8 of the TIA.

 

2.             The surveys in section 5 of the TIA were conducted in March, which is not representative of the peak summer period.

 

3.             The 200 metre radius referred to in section 5.5 of the TIA is not thought to be an accurate size of the area affected by the parking demands of market patrons.

 

4.             The information and detail provided in the Traffic Management Plan (TMP) is inadequate.

 

5.             The use of traffic bollards and bunting to restrict pedestrians from pathways is not acceptable.

 

6.             There is no information regarding the accreditation of traffic controllers used for the event.

 

7.             There is insufficient detail regarding the proposed single direction of traffic flow during the set up and pack up periods referred to in the TMP.

 

8.             There is insufficient information regarding the proposal to prevent stallholders from parking in metered parking in surrounding streets as referred to in the TMP.

 

9.             The number of stalls should match the number of stallholder parking spaces within the school grounds.

 

10.         Markets on a Saturday would add to the general traffic congestion in the Bondi Beach area and in particular on Bondi Road.

Correspondence has been received from the NSW Department of Premier & Cabinet’s Office of Protocol & Special Events informing Council about a Superboat Grand Prix event to be held on Sydney Harbour on Saturday, 8 March and Sunday, 9 March 2008.  The Correspondence was attached to the agenda for the Committee’s information.

 

Council’s Proposal:  That the Committee receive and note this information.
