At the commencement of proceedings at 7.05p.m., those present were as listed above.
Cr. Main, the retiring Mayor assumed the Chair for Items ME-0609.1 to ME-0609.4 of the Agenda only and relinquished the Chair to the Acting General Manager for the conducting of the elections for Mayor and Deputy Mayor.
Cr. Newhouse the newly elected Mayor assumed the Chair following the elections for Mayor and Deputy Mayor.

Procedure for Election of Mayor and Deputy Mayor by Councillors (A04/0335)
Report dated 9 September 2006 from the Acting General Manager regarding procedures for the election of Mayor and Deputy Mayor by Councillors.
Nomination forms for the election of Mayor and Deputy Mayor were attached to the back of the Agenda.

That the information be received and noted.

Decision to Elect a Deputy Mayor (A04/0335)
Councillors may elect a person from among their number to be the Deputy Mayor and the term of the Deputy Mayor may be the same or shorter than the Mayoral term.

That Council agrees to elect a Deputy Mayor for the term of the Mayor.

That the voting for the election of Mayor and Deputy Mayor be by open voting method.

Election of Mayor to be conducted by Returning Officer (A04/0335)
The Acting General Manager as the Returning Officer informed the meeting that two written nominations in the prescribed form have been received and sought any further nominations before closing nominations.
At the close of nominations, the following nominations had been received:
Cr. S. Betts and Cr. G. Newhouse.

Election of Mayor – Voting (A04/0335)
The election of Mayor proceeded by means of open voting and the following votes were recorded:
Cr. S. Betts:
5 votes – Crs. Betts, Clayton, Davidson, Kay and Sloan.
Cr. G. Newhouse:
6 votes – Crs. Copeland, Main, Moscatt, Newhouse, Strewe and Wakefield.
Cr. G. Newhouse was declared elected as Mayor of Waverley Council for the ensuing term.

Election of Deputy Mayor to be conducted by Returning Officer (A04/0335)
The Acting General Manager as the Returning Officer informed the meeting that two written nominations in the prescribed form have been received and sought any further nominations before closing nominations.
At the close of nominations, the following nominations had been received:

Election of Deputy Mayor – Voting (A04/0335)
The election of Deputy Mayor proceeded by means of open voting and the following votes were recorded:
Cr. G. Copeland:
6 votes – Crs. Copeland, Main, Moscatt, Newhouse, Strewe and Wakefield.
Cr. K. Sloan:
5 votes – Crs. Betts, Clayton, Davidson, Kay and Sloan.
Cr. G. Copeland was declared elected as Deputy Mayor of Waverley Council for the ensuing term.

Appointment of Committee Members and Delegates (A04/0335)
The members of each Committee as well as delegates to various organisations are appointed each year in conjunction with the Mayoral Election.
A list of committees and their current membership was attached, as was the list of organisations requiring councillor delegates.
The Mayor automatically chairs all committees unless s/he declines to do so. If the Mayor declines, Council should appoint the Chair of the committee. If Council does not appoint the Chair of the committee, the committee may appoint its own chair.
Also attached was a 2006 draft of a document called "Structures & Responsibilities of Council Committees and Council’s Inspection Meeting". While still in draft form, it provides a good summary of the roles of all Council’s Standing Committees and most community committees requiring the appointment of members.

That Council appoint the members of each committee, the Chair of each committee that the Mayor declines to chair, and the delegates for each organisation as follows:
